1that 節をとる動詞
〈動詞 ＋ that ＋ 主語 ＋ 動詞〉で、「〜ということを言う・思う・知っている」のように、発言や考えの中身を伝えられます。話し言葉では that がよく省かれます。

2ニュースでよく使う「伝える」動詞
ニュースでは、だれが何と言ったかを正確に伝えるために、say 以外にもいろいろな動詞を使い分けます。動詞を見るだけで、話した人の態度（認めたのか、否定したのか、警告したのか）がわかります。
The city announced that it would open a new hospital.
市は新しい病院を開くと発表した。
The company admitted that it had made a mistake.
その会社はミスをしたことを認めた。
The man denied that he had taken the money.
男はお金を取ったことを否定した。
Experts warn that the population will keep falling.
専門家は、人口が今後も減り続けると警告している。
3時制の一致
主節の動詞が過去形のとき、that 節の動詞もふつう過去の形にそろえます（時制の一致）。

変わらない事実や真理は、主節が過去でも現在形のままでかまいません。Our teacher said that the earth goes around the sun.（先生は地球は太陽のまわりを回っていると言った）
4動詞 ＋ 人 ＋ that 節
tell、inform、remind、warn などは、〈動詞 ＋ 人 ＋ that 節〉で「人に〜ということを伝える」の形になります。say と explain は人をすぐ後ろに置けないので、say to 人、explain to 人 とします。
He told me that he was moving to Sendai.
彼は仙台に引っこすと私に言った。
The airline informed passengers that the flight was delayed.
航空会社は乗客に、便がおくれていると知らせた。
Please remind him that the meeting starts at ten.
会議は10時に始まると、彼に念をおしておいてください。
5suggest / demand ＋ that 主語 ＋ 動詞の原形
提案・要求・命令を表す動詞（suggest、propose、recommend、demand、insist、require など）のあとの that 節では、主語や時制に関係なく、動詞を原形にします（イギリス英語では should ＋ 原形もよく使います）。
He suggested that we leave early.
彼は早く出発しようと提案した。
The doctor recommended that he get more sleep.
医者は彼にもっと睡眠をとるようすすめた。
The residents demanded that the plan be changed.
住民は計画を変えるよう求めた。
She insisted that he apologize.
彼女は彼が謝るべきだと強く求めた。
He insisted that he was innocent.
彼は自分は無実だと言い張った。
6It is said that 〜：受け身で伝える
「〜と言われている」「〜と考えられている」は、It is said that 〜 や It is believed that 〜 で表します。〈主語 ＋ is said to 〜〉で言いかえることもできます。だれが言っているかをはっきりさせない、ニュースらしい言い方です。
It is said that the castle was built about 400 years ago.
その城はおよそ400年前に建てられたと言われている。
The castle is said to have been built about 400 years ago.

ニュースでは、The city announced that 〜（市は〜と発表した）、Experts warn that 〜（専門家は〜と警告している）のように、〈動詞＋that節〉でだれが何と言ったかを伝える文が中心になります。
